Fiscalía de Oaxaca despliega a más de 120 agentes en la Central de Abasto
Oaxaca, Oax. 22 de mayo de 2013 (Quadratín).- El ex secretario de Transporte en Oaxaca, Gonzalo Ruiz Cerón obtuvo su libertad esta tarde, luego de que el juez que llevaba su causa autorizara su liberación.
Gonzalo Ruiz Cerón obtuvo su liberación luego de que en los expedientes iniciados se verificó que no tuvo relación directa con la comisión de algún ilicito, en este caso, la expedición irregular de concesiones.
Está libre y ya con su familia confirmaron fuentes cercanas a Gonzalo Ruiz, quien estuvo detenido en el penal de Miahuatlán.
Aprehendido el 15 de junio de 2011 con base en una orden de aprehensión y a solicitud de la Procuraduría General de Justicia del Estado, Gonzalo Ruiz Cerón estuvo acusado del delito de tráfico de concesiones y permisos para el servicio del transporte público.
En esa fecha, el gobierno estatal dio a conocer que quien fungiera como titular de la Coordinación de Transporte (Cotran) durante el sexenio de Ulises Ruiz Ortiz, y otros funcionarios habrían traficado con unas nueve mil concesiones que de manera irregular se otorgaron en el lapso del mes de julio a noviembre del 2010.
Ante ello inició la averiguación previa correspondiente contra diversos ex servidores públicos, entre ellos, Ruiz Cerón.
El 9 de junio de ese año se ejercitó acción penal y el Juez Sexto de lo Penal libró la respectiva orden de aprehensión, que fue acatada por elementos de la Policía Estatal. La denuncia la había presentado en noviembre de 2010 un grupo de taxistas, hasta ahora no identificados plenamente, por la entrega irregular de 11 concesiones.
El 12 de julio de 2011, Ruiz Cerón recibió el auto de formal prisión y quedó encarcelado; el 30 de agosto de ese mismo año, el Juez del Juzgado Federal Tercero de Distrito concedió un amparo al ex funcionario, lo que lo liberó de uno de tres procesos en los que estaba acusado.
En septiembre ganó un segundo amparo y a finales de octubre el tercero y último, aunque el proceso continuó su curso y continuó encarcelado en el penal estatal de Miahuatlán de Porfirio Díaz.
La tarde-noche de este miércoles, tras pagar una fianza por 19 mil 881 Gonzalo Ruiz Cerón quedó en libertad absoluta y se reunió con sus familiares.
El excarcelado es originario de San Pedro Mixtepec, donde fue presidente municipal, además de haber fungido como diputado federal en la LIX Legislatura, por el distrito de Pinotepa; se desempeño también como secretario de Desarrollo Agropecuario de la entidad.
